Worth applying?

Hello. I was curious if it is worth me applying to T14 programs with my background. I received a 3.0 in my first undergrad degree and a 3.9 in my post-bacc degree. I scored a 172 on the LSAT.

LSAC will show my gpa as much lower, but was curious if admissions counselors would even turn the page after seeing my first GPA. Thoughts? I am really interested in either NYU, UPenn, or Georgetown.

A 3.0 doesn't preclude admission to T13 schools with a 172 LSAT. You're a pretty severe splitter, so your results will be unpredictable, which leads me to this:

Why focus on these three schools? Your strategy should be to blanket the T20.

"LSAC will show my GPA as much lower" --- do you mean lower than 3.0? What is your LSAC GPA? If it is lower than 3.0, that will change your outcomes pretty significantly.
