Will my transcript hurt my chances?

I've taken two W's in courses that I took in later semesters/over the summer. Both times that I withdrew from courses I ended up at 12 credits (minimum # of credits necessary), but in previous semesters I have taken 18+. I'm double majoring in english & economics, will be part time senior year (it's cheaper), and have a 3.89. Do you think that my low credit load & w's will hurt my chances at top schools?

Shouldn't present any issue if they were standard non-punitive withdrawals. Credit load is also not an issue. Lots of people front load college and have easier final years. Anecdotal, I got into a number of the top schools with a very front heavy course load and multiple Ws due to switching majors/not wanting to take classes anymore. Not an issue.

No. What you describe is no big issue or anything.

LSAT + GPA matter most. Your credit load and Ws will not be material to your admission.
