Chances: 162/3.99

Hello. Stressed out over here.
I took the lsat twice and struggle with anxiety, being able to PT around 170 but only getting 162 both times. I don't plan on taking it a third time.
I do have a 3.99 from a pretty solid mid sized private university, and I'm very involved with clubs and internships. I also h ve 4 strong rec letters and all of that stuff.
And, I have a lot of legacy at Penn in my family.
I am considering applying ED to Penn or Georgetown. Other schools on my list are UChicago, GW, America, Fordham, Boston College, Columbia, and NYU. Do I have a good shot at Penn if I ED with that legacy? It's rough because my GPA is good but my LSAT is a huge ding.
