You'll get some bites and probably some money from the lower T14. LSAT improvement may open up some additional acceptances and some more money, but I don't think it's crucial to retake.
Make sure that your immigration status is settled prior to doing law school. If you will eventually need H1B sponsorship, my understanding is that it's not as easy to get in the legal field compared to the engineering field.

I'm US citizen, but grew up in China.
Should I attempt Northwestern ED? Is it even worth applying given the chances are probably slim?

You can try for ED there, but it's highly unlikely with your numbers. I agree that you'll get some bites, but you're not likely to get overwhelming scholarship offers.

Why do you say that when you had an upwards trend? Did you outperform your practice tests with the 168?
If you were practicing about 168, it's absolutely worth getting a tutor and retaking. The potential ROI is substantial.

As posters above have suggested, I'd expect some success at a T-14 and a bit of change. Though a higher LSAT would help (As it almost always does), I think it's only going to move the needle for a few of the T-14s and maybe make you more likely to get money, but for those who won't take you as you are now, probably won't unless you jumped up very high (179) (plus I don't wish 4 lsats on anyone).

So when you guys say "some bites", does that mean potential for waitlist or acceptance?
Anyways, I think that's hopeful enough. i know I won't get into T6 or somewhere spectacular. But a T-14 will be good enough

We don't know what your finances are like. You need to decide if a few months of study are worth $50-100k.

Wow, that's a bit less promising than I thought it would be. Perhaps those next 2 LSAT points are worth the effort.
