GPA conversion

Hey:
First time user here - have two general GPA questions.
1) When HYS lists the 25/50/75 stats, are they using the 4.33 or the 4.0 scale?
2) Does a 4.0/4.33 at a prestigious Canadian institution (i.e. UBC/McGill/Toronto) have same weight as 4.0/4.33 at a prestigious American institution?
