LSAT and gpa just below median

In general, what are the chances at getting accepted if both LSAT and gpa are just below medians?

Definitely not good. Better softs, higher quality of app, etc. can help improve your chances marginally, but only marginally.

So 157 & 3.48 and my target is UTK, low chances if any?

You should definitely retake the LSAT to get those extra points to get above median and get some money hopefully.
