Do I have a chance at Vandy or Emory? Should I retake in February. I'm seriously about to cry

See mysln.info.
Vanderbilt looks like a possibility. Chances at Emory look not so good. But we're talking about a pretty small sample size. Regardless, you definitely aren't going to get any money, so definitely bite the bullet and retake.

Emory's lower 25th went down to 156 this past year so I'd say you definitely have a shot there. Vanderbilt maybe. Write a strong Personal statement, get letters of recommendation that are from people who trully know you well and your ambitions, write every OPTIONAL questions/statement/essay.

If your application is strong would likely be wait listed or admitted in a few top 25 schools (maybe even top 14). URM's vary from school to school, but I believe based on individual accounts on LSN that you can get money from some schools in this category

If you do retake, I'd recommend waiting till either June or October/September to give you time to study. You can always apply for law school next year.
