your gpa might be a tad low for boalt. then again i'm not sure what their 25th is
you have a great shot anywhere besides yale, stanford, and maybe boalt depending on what their 25th is. also bc of your major, youll have much higher chance of good employment than most of your classmates. if you had a masters/phd in CS or a BS in CS E you would be beyond set but yeah
honestly, I'd just go to whatever school gives you the most money in the target market you prefer

Also no one cares that you took the test 3 times. They'll pay more attention to the 173.

If you are interested in Stanford & Berkeley, then apply regardless of anyone else's opinion. Apply to any T-14 which is of interest to you. I don't know of any T-14 that makes GPA allowances for CS majors despite the difficulty of your major.

I had a 174 3.6. You will probably end up choosing between CCN with $ and the 7-14 schools with $$/$$$. Harvard is a possibility but not a really strong one.
I ED'd NU and don't regret it at all, but most of the people with our numbers on LSN got at least semi-comparable t14 offers.
Berk might be tough with your GPA unfortunately.

You're not all that special/weird; apply everywhere and see what happens. This is a really common spread, actually.
