i was wondering is the sample size large enough on my LSN to be reliable

I was looking at stats for my goal school : Penn and came across this http://mylsn.info/63vabo/

( if the link doesn't work I scored a 170-172 LSAT range with a 3.35-3.4 GPA and found these results 4 accepted 4 WL and only 3 straight rejects)

Does that mean I have a semblance of a chance with strong LSAT if even people that are way below Penn's 25% GPA (3.52) have somewhat decent odds all things considered ..... I'm slightly above their bottom 25%....if people can get in with lower GPA's ....I guess i can stop beating myself up over my low GPA and my choice to go to a difficult school which brings the GPA down.... and focus on crushing that LSAT (I'm committed to a 170+ on test day since I am capable of that and will keep working until I get there)

( not looking for a pity party over my GPA...but wanted to know what you would read into those MyLSN numbers, maybe those applicants had great softs)

I have the ability to go 170+ but focusing on GPA first and seeing how things play out......LR is consistent -3 or less each time ( have gotten down to -3 combined total for both sections)....games can be -2 to -4 ( a few silly mistakes but also have gotten several -1 and -2 with the occasional -0).....Ideally I would like to limit my mistakes to -6/-7 total for the other three sections so I have more margin for error heading into RC weakest area.

Your GPA isn't even that bad. Plenty of people get into schools in spite of being below the 25th percentile for GPA. In fact, I would argue that about 25% of the student body did just that. That said, a disproportionate number of them are either 1) above the school's 75th percentile for LSAT or 2) URMs (or both). You can definitely get into Penn with a 3.35-3.4 if you have the LSAT to go with it (I'd probably aim for 171+). Admission won't be guaranteed though, so of course make sure you blanket the T20 if you do end up performing well on the LSAT.

Also, you might want to take a look at lawschoolpredictor. Not 100% accurate (the only way to know for sure is to apply), but it does give you a decent idea of where you can get in, as well as what a higher LSAT could do for your chances.
