With a 3.1 what would I need on the LSAT to get some money at these schools that would make them worth attending?

As high as you can get, probably at least 169.

Notre Dame barely gives out any scholarships over 90K -- or at least they didn't last cycle. W/ that 3.1 you're not going to get enough money to make that a good option, period.
