Definitely be prepared to retake and reapply. Doubtful UCLA will go for that, but USC might -- just not with enough scholarship money to justify it.
In either event, send out apps to most of the T14, and you'll probably get a nibble or two.

Def apply more broadly. CA schools are GPA whores so you're prbly out of UCLA and USC atm. But as twenty said, if you do get in, it would be at sticker so retake is definitely the right answer. If I were you I would apply to all of the t-14 minus HYS and Cal. If you don't like any of the schools you get into, sit out a cycle and retake in June. Taking a gap year is not the end of the world.

Thanks for the replies! I will definitely apply more broadly and see what happens then will retake one last time.
