Definitely don't ED UVA. Your cycle will be random and unpredictable either way. I'd still apply to Harvard and down. Should get one of CCN, most likely NYU. Might get some money at the lower T14. Since you don't want biglaw, you should consider taking a $~100k scholarship at GULC, UT, Vandy, USC/UCLA. Duke/Mich/Cornell should also give $50k+.

With your interest in Gov't, a full ride to Georgetown would be quite pleasant. Although, if you end up with big money at CCN it would be difficult to turn down.
