If you are a legit URM, you have a worthwhile shot at both. So either choice is fine. It really comes down to the intangibles. Make a list of priorities and see where each school falls. It should be clear which school has an edge, even if it is slight.

Even if you're not a legit URM (which would be a really bad idea to lie about) you have a good shot at Penn ED or NYU ED. Personally, if you were going to ED to either one, I'd ED to NYU first, just because Penn has a round 2.
