Don't ED anywhere. Cast a wide net, apply widely. Negotiate scholarships after you get your offers. Trust me, a URM with your numbers has excellent prospects.

An urm with those numbers has a LOT if options. No Ed

If you feel confident in getting 173 on a retake, you are mortal lock for big money almost everywhere, and should be good for H as well. However, you are probably fine with H as is now, and your gpa might lock you out of YS no matter what.
