I am a chemical engineer, 165 3.6. Is it too late to apply to George Washington? It seems that people with my stats have gotten in this cycle, but I wonder if I will be too late?

Well, you'll never know until you try. Unless you want to save your money and apply next year. Hopefully after retaking, because then you'll have better options.
