Very low chance at all of your reaches (under 20%)
You list of schools after your reaches are very geographically disparate. Do you want to be on the East or West Coast after graduation?
Either way, low chance at ND (30%), BU (15%), BC (35%), but you're in at Davis, Irvine and Hastings.

what about an ED to GULC?
There are only a few data points, but your chances for an ED to GULC don't look very good. You might as well do it anyway since you can only EA to Cornell.

Don't worry about another retake. Another retake that results in a score higher than a 165 is worth it. Y and S would probably care, but your GPA rules them out anyway. Before retaking, however, you should reevaluate your prep approach to ensure that taking the test again will actually result in improvement.

Doorkeepers estimates seem accurate.
GULC ED wont work. They have no incentive to lock up a below both median applicant.

I also scored a disappointing 165 (way below my average) and am thinking about taking it a fourth time. I'm probably not applying at all this year. I think at this point you just have to give it one more round next cycle. Who knows, schools might see how many times you have taken it and actually admire your persistence. It might make you memorable in their eyes for better or worse. Either way, they still only report the highest score, and those 170+ scores shrink every year. I don't think they will balk at someone for the number of retakes ITE. Just my opinion.
