President of fraternity, heavily involved with University. I've applied RD to:
UVA, Penn, Duke, G Town, UNC, Texas, UGA, Wake Forest, Emory
What are my odds?

IMO, you're good at Georgetown, UNC, Texas, UGA, Wake Forest, and Emory.
Probably a small scholarship from all of them except Georgetown, too.
I'd say little to no chance at UVA or Penn, and maybe a chance at Duke with the down cycle (the statistics say no, but you're above one of the medians, so probably a waitlist and if you stick it out then you might get in).

I have applied but forgot to mention it. Honestly have little desire to spend 3 years in Ann Arbor being from the Southeast.

FWIW, I think you have a shot at UVA if you're prepared to ride a WL for a long time and show love at every turn.

You guys are being too harsh. Lower numbers than this snag some of these schools in RD and ED all the time...

If you are sticking with schools in the south, why not Vandy?
