Where should I apply? Which schools value a high GPA from a top school over a 170+ LSAT?

You're not a reverse splitter. If you want HYS, Retake.

I don't necessarily want HYS. I would be happy with any of the top 14, but I'm aiming for Chicago, Michigan and Duke.

In at Michigan and Duke. Probably in at Chicago.

You should apply to whichever combination of schools that you would seriously consider attending A) fits within your app. fee budget and B) gives you the greatest chance of a desirable outcome vis-a-vis your investment.

If funds are limited, apply to the strongest schools in the region you have ties. And ask for waivers

Not sure there's an actual definition for reverse splitter and if there was one I'm pretty sure that's not it.

i think to be a splitter or reverse splitter, you have to have one number at or over the 75th and one at or under the 25th.

You have a good shot at Chicago and NYU. You will probably be waitlisted at Harvard, Stanford, and Columbia.

That's fine. But wouldn't you rather go to Chicago, Michigan, or Duke with a ton of money or even for free? Three more points on the LSAT could be worth six figures in tuition and interest savings.
