I'd say you will get into CCN, and you certainly have a shot at one of HYS.

People claim that applications are down. Any truth? will that help with HYS?

Nah, applications are only down to the extent that kids considering crappy schools are realizing that the debt may not be worth it. I'm sure there are just as many insanely well-credentialed kids sending apps to the very top schools, where the competition will be just as tough as always.

Applications are indeed down, high scorers on LSAT are more of a hot commodity. This will effect really bad schools tremendously, most of the t14 a good amount, and HYS slightly. Your GPA is obviously a premium because it allows them to take someone with a lower GPA but higher LSAT and still keep median.

I think this is overoptimistic, unfortunately. According to myLSN, the OP has a very strong shot at H, roughly even odds at S, and a pretty small shot at Y: http://myLSN.info/9j6v3d.

A 173 would make a big difference with Y: http://myLSN.info/usps79.

High scorers have decreased in greater percentages than the overall pool of test takers, which is especially hard on the top schools with large class sizes. This will be the best year to apply to HLS in quite some time.

Nope. That would mean more students will be scoring high, thus skewing the scores, making it completely different when comparing it to previous test distributions. If there are a total of 10000 tests issued, about 260 students would score a 170, assuming the 97.4% used from here is correct. If 1000 tests are administered, roughly 26 students will get a 170.

not how equating works.

But still, apps are down at least as much, if not more among strong applicants.
