Apply now, update transcripts later. I'm 99% sure you won't get rejected anywhere before the transcript updates are processed (as long as they are in by early February).

With your URM status and a 3.3/175, you're in at H. GPA may be a bit low for Y and S, but still apply.
And yeah...
In everywhere else...t7-14 would probably give you $$$.

Bdubs is definitely right, it's pretty unlikely that you'll be rejected within the next month. Submit now, get that updated transcript in ASAP.

My fiance is an AA male with a similar situation (LSAT at Harvard's 50th and GPA slightly below their 25th). He's also not applying until lateish in December. I'm really interested to see how your and his cycles turn out.
