3.04/173--- worth applying to Penn or Mich?

3.04 gpa / 173 LSAT. Is it even worth applying to Penn and/or Michigan? I'm a South Jersey resident so it'd be great to get into Penn but I know how tough that is with my numbers.
FYI I'm applying early to Virginia so we'll see how that goes.
