URM, 3.01 (yikes) and a 169 on the LSAT put me as a splitter - I think.
I am very open to going anywhere in the US but I believe I will be focusing on midwest schools. Here's my list so far.
Please add to, delete, edit, and comment on my chances. Also any information on potential scholarships, if any would be awesome!
I am just beginning the application process.
University of Minnesota
University of Iowa
University of Illinois
George Washington University
Boston University
Boston College
WUSTL
Fordham

The post above clearly is not taking your URM status into account.
What kind of URM are you?

Aim higher.
In at all the schools you listed with $$$, unless YPed. If any school has an optional Why X essay, make sure you write one.
Apply to the T20. HYS is out with that GPA. CCN are your reaches, but definitely still apply as you still have a chance. T7-14 should be targets; you have a great shot if you put together a solid application. If you're sure you want midwest, focus on UChicago and Northwestern. Should be in from T15-20.
I think you'll end up at a T14 with a good amount of money. Good luck
