this is usually done in an addendum, not the PS. Make sure you have a compelling story that tells about you, not something that reads as a sob story with excuses. Not saying you did that, just saying be careful.

I think it's hard to say. I had 2 lsat scores, one close to your first score, the second your third score, and got Penn, but have a higher GPA. Your GPA is most likely what will hold you back more. I think you have a decent chance at 7 on down, with a great chance at NU (go there over illinois..) especially. What's NWN? None of the schools in your poll are on your list, I noticed... though I think you have a good shot at Cornell and Mich (write the Why Mich). If I were you I would apply to CCN on down. Even if there are schools in there you wouldn't attend, you may get scholarship to leverage at schools you would.

As sarahlawg said, it is usually a mistake to talk about other factors of your law school application in your personal statement. It's your chance to tell a compelling narrative, and something about LSATs and grades usually doesn't cut it.

What is NWN?

Chicago - Possible, NYU - Possible, Columbia - Not likely, UPenn - 50/50, UMich - Likely, Boalt - Not likely (early application, great PS/recs are usually the people that get into Boalt in your situation), Virginia - Not possible unless IS, Duke - Possible, NU - Likely (WE + Interview), Cornell & GT - Should be fine.

Toronto - No idea, lol.

Illinois and WashU should be solid safeties, just know what the employment prospects are and realize you probably should only go there if you can leave those places with minimal debt (though, that could be said of most of the T14.)

huh. to be honest, I am interested in how you tied both your freshman year bad gpa and your, presumably years and years later, lower LSAT in the same PS. I wouldn't put "see PS" in an addendum. You may want to have someone who is familiar with the application process look over both your addenda and your PS. Sorry, it just doesn't sound right.

Is this actually done? Do schools negotiate based on what other schools offer?

yep. I personally successfully negotiated and you'll find a lot of stories on here of others who have as well.
