The T14 place well nationally and you can get to DC from any of them. That said, I wouldn't go to Berk over Duke/UVA if you wanted DC. CCN is tough to predict given the low GPA. Much will depend on your softs. If you have a great PS, LORs, work experience or anything of that nature your chances aren't great, but you have a shot. If not, I'd focus on MVPDN.
