if you can retake, upper 160s would give you a solid shot

If in-state, you have a decent shot with ED, as your GPA is above median. If you see the LSN charts, they've dipped into the low 160s for in-state ED applicants with high GPAs. Write a solid "Why UVA" and maybe have a school sponsor for you to retake a fourth time, which will not be a problem as UVA takes the highest score.
