Nyu and columbia are out. If you like penn a lot, like you say, that should be your ed target. And don't retake if your pt's are lower than your actual score.

Meh. I haven't taken a PT since before the LSAT 3 months ago and to be honest I didn't study for that long. I started in mid-November with just Kaplan and PR books. If I got the Bibles and did 5 section tests from the LSAC-issued ones, I think it's not inconceivable I'd get it up to 173. It might just take a month or so.
If you want nyu or columbia, you'll need a retake. So if you honestly can study and get the score up to 173 or higher, then do it. But if you are honest with yourself and aren't sure that you can, don't retake and ed to penn.

Also, look at lsn, columbia almost never takes someone with below a 3.5, no matter what their lsat is. So it may not be worth the effort anyways.
