Since OP would have a decent shot at Cornell even without being URM, I think it's safe to say the boost would get him/her into a decent amount of the T14 (perhaps as good as everything below CCN, or even one of them depending on what URM OP is).

not if OP is cuban or something. then there is a question mark. if he/she is black, in at all but HYS, and possibly in at HYS - just not as much of a guarantee. $$ at t7-t14

Depends on the kind of URM. But even if you were white you have a pretty decent chance at Vanderbilt and Cornell and you should be in at UT.
