Where to apply: 3.6/163 URM

Just looking for some ideas of where to apply...ideally I'd like to shoot for top 20 or so.
Stats: 3.6/163, hispanic and a few years of WE out of UG
I'm particularly interested in if I have a shot at Cornell, GULC or Vandy. For the record I applied to Cornell and was WL a few years back when I applied out of UG (at the time my LSAT was in the 150s). LSP definitely had me being out right rejected with those numbers, so I'm thinking it might be a bit off as an indicator of where I should apply.
On that note though, LSP says I'm a Strong Consider at GULC PT if I apply ED...would it be worth it to do this or do I actually have an ok shot as it is at some lower t14 or t20 schools?
