3.9 170 Chicago ED?

Stats:
3.9 GPA from a no-name liberal arts school; poli sci major
Master's degree in public policy (economics focus) from a top 10 school
170 LSAT (1st attempt: 167)
3 years solid work experience doing policy analysis
Not URM but GLBT
Top choices are Chicago (planning to ED) and Berkeley. Planning to apply to Harvard and Stanford as reaches, though I know Yale is pretty much out. I'll probably apply to Northwestern, Georgetown and Penn as well.
My question is, should I apply ED to Chicago or just go with RD? LSP puts me as "strong consider" at Chicago with ED, but "consider" without it. I feel like I can't really count on Berkeley, so I'd like to make sure I get into Chicago if I can. Thoughts?
