UVA is the better school and more likely to take a reverse splitter

I think you have a better shot at GULC, but that doesn't mean that's where you should apply. Neither has an ED deadline. If you don't get into Penn, you should ED UVA, and then if they ding you, ED GULC. Triple dip!
