My gpa is a 3.09, abysmally low because of a horrible first year in undergrad which I've easily explained in an addendum.

Despite practice testing at 165, I managed to only get a 157.

I really want to work in the VA, WDC area. Which would be the best place to apply ED? If everything else on my application was perfect besides the numbers, should I even try for UVA? (I know it sounds stupid but some people keep saying I should try anyway.) I just don't want to waste my ED on an unreachable school.

You should probably retake the lsat and try to get a higher score. Your chances of getting into UVA or GT are pretty much zero, no offense. Even GW or American would be very tough with that gpa and a sub-160 lsat, and I wouldn't recommend American anyway. Retake before you even consider the D.C. market at this point.
