I was 164/170/3.6 and got over 40k from Penn, so you definitely have a chance at $ there, probably $$.
I was also debt averse, but ED'd to Chicago. I ended up being relieved when I was WL'd, since I would have been stuck at sticker. I ended up being able to compare a bunch of good T14 scholarship offers.

Not only that, there is a significant COL difference between NYC and Penn. You can live in West Philly very comfortably with your own restroom for 700/month rent, including utilities. I have heard ~1200 for NYC, probably more. Something to keep in mind. This isn't including food, bars, etc. NYC bars are notoriously expensive

If you have a top UG, difficult major, or other strong softs, you should seriously consider applying to Stanford.

I honestly think you won't get into CLS unless you ED, and then it's not guaranteed. So if you are deadset on Columbia you need ED.
