What schools are splitter friendly and accepts URM with lower scores

170 LSAT and low GPA means you should blanket the T14 and also any T25 schools you'd want to attend. URM boosts tend to help low LSATs a lot more than low GPAs, so you're looking at a crapshoot. It just depends on how the rest of your cycle goes. You should get a lot of fee waivers, so don't worry about the costs of applying broadly. Contact schools for waivers if they don't give them to you.

Also, apply as early as possible. Getting your apps in by late October will help.

Yes it would apply to all URM's, though AA seem to get the largest boost.

I think the reason is that URM's tend to do poorly on the LSAT compared to the general population (IIRC median for PR was something like 138). Anyways, it is pretty much all in the eyes of the adcomms and the only way to know for sure what will happen is send in an application and see what result you get.
