3.6/Multiple LSATS - highest 173

I just got my June 2010 score back and got a 173.
But I had taken the LSAT twice before in 02/2008 and 10/2008 scoring 166 and 165.
I have a 3.6 GPA in engineering from a pretty hardcore engineering school.
I'm wondering about my chances at NYU and Penn (those are my top two choices) but I'm probably gonna apply to Columbia, Chicago, Duke, Mich, Cornell, Georgetown.
Do you guys think I'll need to ED either NYU or Penn to have a good shot?
