I went to another grad school in the U.S., but they did not ask me to pay the shipment fee...I wonder why I was asked to do so this time.

Did not have to pay for mine. There was even a mistake and I had to get it re-issued and still did not have to pay for it.

Does this mean this is only for my school or only for me...?
It costs around $50...

I think it just depends on the school. I've never had to pay to have my I-20 shipped from the two US schools that I've attended; my brother attending another school, on the other hand, has had to pay for postage.

Not sure about law schools, but I worked in an international office during my undergrad years. Incoming international students did not have to pay for their I-20 to be sent abroad. I would assume it depends on the university that you are applying to.
