"You may submit an additional essay discussing the reasons why you are interested in studying at UChicago Law and how our curriculum and academic environment will help you achieve your personal and professional goals. If you have already submitted a similar essay with your application, you may simply submit a statement of continuing interest and reference the essay you submitted with your application. I got WLed with the same email too, though my deadline is March 31st. I actually interpreted this as Why Chicago essays are due by the date, not necessarily a LOCI. Though better safe than sorry. I didn't submit a Why Chicago, so I was planning on sending that soon, then a LOCI a couple of weeks later. So I wish I was in your situation (I didn't apply to NYU, but waiting on Columbia) - planning on Chicago for now, but if I get into Columbia will be weighing the name recognition they have in the fields I'm interested in (gender law, international human rights) against a personal preference for Chicago (at least based on what I've read).
