I was accepted at John Marshall school of law - atlanta with 23,000 a year scholarship. I would be happy to graduate from JMSL but i intend to transfer to GSU. I want to practice in atlanta

The common wisdom suggests never attending any law school that you don't intend to graduate from. You can't guarantee you will do well enough to transfer, and thus shouldn't attend a school with that intention.
I know your circumstances are a bit different though. However, I think it is my moral obligation to warn you to stay away from this school. They reported that 31 graduates in 2015 had full time employment as lawyers. This is out of nearly 120 grads. (Not a typo, 31)
25% chance of being a lawyer. Damn. That is downright criminal.
Please don't spend 3 years for those odds. And again, I know you plan to transfer, but that is not something you can hedge your bets on. Find a school that at least gives you a better than coin's flip chance of working in the job you want.

I get your point, but whats criminal about that? The school didn't break any laws.

To be fair, this forum is not for debating the merits of any school. If the OP posts a question about this option in other parts of the on-topics, that's fine, but the Acceptances/Waitlists/Rejections forum is just for exchanging info about those things.

4th times the charm. My medication has been working and i feel really grounded this time. Nothing will mess this up

Nothing is "criminal" in the literal sense. I was just being hyperbolic about the employment prospects and the money they charge.
John, sorry for side tracking as Nony kindly noted.
Glad to hear about your medication working! I am sure that is a big relief. I know switching medications, or lack of them can be tough. Congrats on your acceptance.

Wow! To my surprise, in 2014 10 students transferred from here to Georgia State. In 2015, Georgia state did not accept any transfers from anywhere. So, it comes with the definite risk, but your intentions are definitely possible.
In 2011-13, no transfers were accepted from anywhere to GSU. So, definite risks doing this, but it has been successfully done multiple times in the past. The decision is ultimately yours. You know the risks

And tuition at JM is $45k/yr. In-state at GSU is only $16k/yr. I am visiting GSU Law on Thursday for a tour (I will be in ATL for biz and was just accepted).
