Look at the employment stats for both schools. USD is second tier while Chapman is third tier, so I'd assume SD is better. If you want to work in SD it would probably be better to go there, although Chapman isn't that far away either.
Really you might want to think about negotiating with SD. You can use Chapman's offer as leverage and see if SD will give you more cash. Did you get any offers from other schools that re close to SD's ranking or location? If so you can use them, too, but first negotiate with all your other schools using your highest offer from a similarly ranked school.
Do a bit of research on negotiating scholarships. The offer you have from SD hopefully won't be their final offer.

If you want to be a lawyer you should be able to "research" this information on your own.
You say you read that Chapman has a high rate of rescinding scholarships. Look it up! I did, for you. 2012-2013; 2013-2014 more than 50% of students lost their scholarships! That's a terrifying figure and you should bin that offer immediately. I don't know what the average is, but I'd be weary about anything much higher than 10% or so. 50% is incredibly high. Run!
