i don't know how i had a 2.8 in my head, i didn't read it anywhere but for some reason i was thinking that. your right that 2.2 is good standing.. so that does seem to make it a lot more attractive.
edit: also from what i understand they all are different, for instance the amount in the first year could be different or you could just get the gra for one year instead of two.

I was accepted in early-January. I just looked at my application status and saw that they mailed a scholarship offer out today!
