I am going to respectfully disagree. Since it has no binding decision attached to it I don't think it expresses anything more than "I want to come to Vanderbilt (as any application does) and I am willing to put in some more effort to reduce the cost for myself." I think that's the best message the scholly app can send to the adcomms. Pair that with the fact that you could very easily have applied, been admitted, and then decided to apply to the Merit Scholars and it looks less and less like any sort of bump to your app.

TL;DR Don't apply for merit scholars thinking it will bump your app because it shows increased interest. I don't think it does.

Right, as opposed to someone who is thinking: I want to come to your school, but I'm not willing to put in any additional effort (to reduce the cost for myself or not).

No? I could be wrong, of course. But at the very least, it won't hurt... so if you have an extra two to five hours or so (e.g. it's pouring all day and you're bored, like I am right now) write it up and send it in.

No I agree t can't hurt my point is I don't think it carries any bump

I know it's only been four months since I went complete, and that I should be super thrilled about waiting until April for a decision. I mean you're Vanderbilt right? Would not applying for the merit scholarship negatively impact my chances of getting admitted if I am below their LSAT median?
