^^That's my guess, given how much of their class they likely fill with their ED rounds. That said, could be they're taking a page from the NYU playbook, and waiting until they have a sense of their yield before issuing a few more late straight acceptances - or the Columbia playbook, and we're secretly on reserve.

The first is HERE, and it says around 30-40 people get off the waitlist each year, with some hearing back as late as the end of summer.
The second is HERE. It shows what various different waitlisted candidates of different stats can expect. It uses data from Lawschoolnumbers, and considering the sample size bias of Lawschoolnumbers (and the people who report there), the numbers from the first link are fairly consistent with this data.
EDIT: Also, for everyone waitlisted at UPenn, there is this TLS thread for waitlisted UPenn students - come check it out! It would be nice to build a community were all in the waitlists together - This is the thread.
