Quick general question regarding Waitlist responses

Generally when schools go through their waiting list and make decisions, do they deny people on a case to case basis after a review, or do they just deny in bulk when they meet the amount of seats they wanted to fill?
Is it pretty much "we have reviewed you, you're not in" or "we have filled all our seats at this point and no longer have any to offer, we are closing our waiting list for this academic year".

I think this depends on the school, because each school has their own method of dealing with the waitlist. I'm pretty sure no school will say "our waitlist is now closed and everyone is rejected" until their first day of school, because they keep admitting until then if people withdraw.

I agree. People can be accepted from the waitlist as late as August.
