Has anybody been successful negotiating scholarship amounts with Moritz? Or maybe hear of anyone who has been successful doing so?

Historically, Ohio State doesn't negotiate.
That said, I do not know exactly if, or how, the downturn in applications has affected this policy. They may be more open to it if your numbers can help them maintain GPA/LSAT numbers overall.
If you've been accepted to Case Western with a scholly that make it financially competitive to Ohio State that may also be helpful to mention because they've been poaching admitted students.

Take this for what you will, but last year I sent them around this time the scholarship I got off the wait-list from a higher ranked school. They said they didn't have any more money but about 6 weeks later they came back and out of the blue gave me $2,000 more. It can't hurt to ask, but likely if your numbers are not what they are desperate for I haven't heard of people having much success.
