Forewarning: it is highly likely they will be admitting a substantially smaller number than previous years.
I'm scared of this. It's likely that they either will be more selective with their applicants or they won't be as generous with their scholarships.

How do you know when you are under review versus just being complete? On my LSAC page is says "complete" but I haven't heard anything from the school. Does this mean not under review yet?

You should get a status checker from the school itself via email.

Yes. You are not under review yet. When you are, they will send you an email. The status checker they send you will also change from "complete" to "under review".

ETA: Last year I heard that W&L told each applicant ahead of time when (to the day) they would receive a decision. Is that correct?

They overenrolled the class of 2015, so I don't know how that will affect this year's cycle

True. On one hand, they'll want to avoid the same problem again which could lead to more selective admissions. On the other hand, they may have more money than usual. Might simply be that lower-end admits from previous cycles ride the waitlist until it's clear what the enrollment picture looks like, while scholarships and admits for median+ applicants remain the same. Who knows.
Impossible to say what the implications will really be unless we get some indication from the administration.

Just got an email indicating my application is now in review. Status checker agrees. Hope to hear some good news in the coming weeks!
