GULC Preferred Waitlist

Got the letter this afternoon. Is this significantly better than the "regular" waitlist or is this just a glorified rejection?
I don't know for law school...but for med school it's much better.
My BF got "preferred" wait list for UPenn and they told him he was the top half of the waitlist and had a pretty good shot at eventually getting in.
