Hah, I was literally just thumbing through that thread to see if I could find an answer myself.
It makes sense that it would be restricted to some groups of minorities, though. It is a classification Under-Represented Minority, not just a minority, afterall. So while your family may be from Ecuador, law schools probably have a roughly proportional sampling of Ecuadorians (very minuscule). However, since MAs make up such a huge part of the American population and such a low percentage of law school applicants, it makes sense that they would be included; they are truly under-represented.

IIRC, the HLS application, unlike the other schools I applied to, did not specifically have a selection for Mexican and Puerto Rican. That, combined with my admittance (south American) leads me to believe that they give a boost to Hispanics in general.
