From the NYLS website:

"Applications may be submitted as early as September 1st. Priority consideration will be given to all applications submitted and completed by May 1, 2010 with those received or completed after this date being considered on a space-available basis. Decisions are made on a continuing basis beginning in December until the process is complete. Candidates will be notified of our decision the same week in which a decision is made."

Sounds pretty desperate. Ask for money for sure.
