Should I send letter of intent?

Applied 1/20 with 3.73 and 172, and Penn is my #1 and I would guarantee my attendance.

Have not heard back yet... would it be a good or bad idea to write them a signed letter of intent before hearing anything?

Bad. If you are so desperately committed to Penn, you should've applied ED.

Do this instead: write Penn a LOCI expressing the (very detailed, specific, and compelling!) reasons behind your interest.

Good luck!
