Is it normal for the DOJ to call only some of your references (like 2/3 or 3/4)?

No way to answer this because "DOJ" is too generalized. Every USAO is different, Main Justice is different, the national security clearance process is different, etc.

Sorry but I don't know Main Justice. The USAO that hired me called 3 out of my 3 references.

For the clearance process, which I assume you're not asking about, the FBI called only 1 or 2 out of my 5 personal character references, and instead called random people who I had not listed to properly scope me out.
