I don't mean to be unkind, but you can't be an alternate without being designated as a finalist, and the usual practice is to designate enough finalists to include alternates. That is, there's only one round of finalist designations, and at least historically, if you weren't in that round, you're not an alternate. Can't guarantee that could never change, but that's how it's worked in the past. (That said, if you mean that you've been *designated* a finalist already, but that other offers have gone out and you haven't been selected from *among* finalists, then ignore me, I may have misunderstood you.)
Based on reliable information from internal TAx-Civ sources, and the post made by Deana, Tax-Civ does not always designate alternates as finalists. Rather, Tax-Civ determines finalists, and then, will designate additional finalists if any initial finalists reject an offer. Accordingly, I am inquiring the message board to see if anyone has a received an offer from Tax-Civ, and declined, which would mean that Tax-Civ will be identifying more finalists in the coming days.

I was designated as a finalist on Thursday, but my references have not been checked. Deanna posted previously that some components don’t check until after they have designated finalists. Is that more likely or is it more likely that I am an alternate?

I never heard from my references about them getting checked before my phone call with an offer - I think you just can't read that much into it. I know that's not helpful, but yeah, all the offices are doing things differently. It's good if your references get checked, but it doesn't necessarily mean you won't get an offer if you haven't heard from them yet...

I currently have an offer from one DOJ component (that I haven't accepted yet) and am a finalist for another (but haven't received an offer). Would sending an email to the latter component to ask for an update/notify them of my offer be appropriate, especially if I mention that they're my first choice? Or is it better to just wait it out?

Which component? That could maybe mean they check references before issuing offers and after designating finalists.
